The issue of equity in emergency events was identified early in our planning work for pandemic flu. As we began this planning process, we used Collaborating Agencies Responding to Disaster (CARD) materials to initiate our planning work.

On December 14, 2006, Western Washington was hit with an extreme storm event. Record-intensity torrential rains and high wind speeds left large areas of the county without power, including 75% of residents. To meet the emerging needs of the community, Public Health – Seattle & King County mobilized its emergency operations like never before, testing plans for the first time to best meet the health and medical needs of the community and its vulnerable populations.
